Cobo Consulting LLC was built on a simple premise: the gap between strategy and execution is where most organizations lose ground. We set out to close that gap — not as outside advisors, but as operators who build, own, and stand behind the businesses we create.
What began as a single consulting practice has grown into a multi-disciplinary holding company spanning business consulting, oil and gas environmental services, and a strategic ownership stake in a specialized land services firm. Each entity operates independently, led by domain experts, but shares the same commitment to operational excellence and long-term thinking.
Cobo is family owned and operated. Every decision we make — how we treat clients, how we build businesses, how we stand behind our work — reflects the values of the family behind it. We are based in West Texas, and our roots here run deep.

Harley Winters brings deep experience in private equity, capital structuring, and revenue operations, having negotiated and executed complex transactions across real estate, energy infrastructure, and technology. As Principal of Winters & Winters LLC, he specializes in turning problems into executable deals — building operating structures, scaling revenue, and bringing the right capital and partners together to move projects from concept to cash flow.
Jake Sanchez
Principal
Jake Sanchez brings 15+ years in the Permian Basin, having negotiated lease rights across hundreds of thousands of acres and supported billion-dollar development projects from concept to production. He specializes in complex surface negotiations, right-of-way, and large-scale project coordination — bridging landowners, operators, and field teams to keep projects moving, compliant, and producing.
